There have been several changes in the application process for existing federal and state cash benefit programs. Through federal and state waivers, existing programs have waived mandatory requirements and various application requirements. In addition, new programs were created to meet the growing needs of New Yorkers through the pandemic.
This chapter will address the following programs:
- Cash Assistance
- Emergency Assistance Grants, also known as one shot deals
- NYS Excluded Workers Fund
- Social Security Retirement, Disability and SSI Benefits
- Economic Impact Payment (stimulus payment)
The Benefits Plus Learning Center’s Response to the Covid-19 Pandemic

Many of the programs and benefits that are covered in the COVID-19 section of Benefits Plus are programs and benefits that existed before the Coronavirus pandemic.
