The IRS Taxpayer Assistance Center (TAC)
The IRS Taxpayer Assistance Center (TAC), also known as a “walk-in office”, is an independent organization within the IRS that can provide face-to-face assistance with IRS personnel. Assistance provided include obtaining tax forms, making adjustments to an account, procedural inquiries, and setting up an installment agreement (payment plan).

Volunteer Income Tax Assistance Sites (VITA)

The Volunteer Income Tax Assistance (VITA) program generally offers free tax assistance to people who make $58,000 or less, persons with disabilities and limited English-speaking taxpayers who need assistance in preparing their own tax returns. IRS-certified volunteers provide free basic income tax return preparation with electronic filing to qualified individuals.

Tax Counseling for the Elderly Sites (TCE)

In addition to VITA, the Tax Counseling for the Elderly (TCE) program offers free tax assistance to all taxpayers, particularly those who are 60 years of age and older, specializing in questions about pensions and retirement-related issues unique to seniors. The IRS-certified volunteers who provide tax counseling are often retired individuals associated with non-profit organizations that receive grants from the IRS. TCE sites are operated by the AARP Foundation’s Tax Aide program

AARP Tax Aide Site

As part of the IRS-sponsored TCE Program, AARP offers the Tax-Aide counseling program at more than 7,000 sites nationwide during the filing season. Trained and certified AARP Tax-Aide volunteer counselors help people of low-to-middle income with special attention to those aged 60 and older.

NYC Free Tax Prep

NYC residents who earned $85,000 or less in 2023 can use the NYC Free Tax Prep to file their return. In addition, NYC Free Tax Prep website can locate VITA/TCE sites for tax filers. Individuals can file their return online, in-person, by dropping off documents with a Drop Off service site, or get virtual tax prep appointment.

Low-Income Taxpayer Clinics (LITC) provide free or low cost legal assistance to low-income taxpayers (income below 250% FPL) who have disputes with the IRS and/or the New York State Department of Taxation and Finance. Services vary based on the organization; services can include assistance with audits, appeals, court proceedings, and collections on tax issues with earned income credit, child tax credit, filing status, dependency exemptions, innocent spouse relief, and employee classification.
Some of the LITC also offer educational workshops on tax rights and responsibilities. Consultations are confidential. Financial eligibility and locality served vary based on the organization. See website above for more information on eligibility guidelines and to find a location.
