ABAWD Scheduled to Begin November 2025

The NYS Office Of Temporary and Disability Assistance (OTDA) announced that the federal government has rescinded New York state's waiver to implement the rules for Able-Bodied Adult without Dependent Children (ABAWD).  Beginning November 3, 2025, those subject to ABAWD time limit, including new groups of individuals subject to these rules, must meet specific work requirements to continue receiving SNAP benefit for more than 3 months.

ABAWDs are adults ages 18–64 who do not meet an exemption. They can receive SNAP benefits for only three months within a 36-month period unless they participate in qualifying work or work-related activities for at least 80 hours per month.

OTDA hosted a webinar discussing the revised rules and exemptions for the requirement. In addition, NYC conducted a separate webinar to explain how these rules will be implemented for New York City residents. Below are links to the presentations and related materials.
