Medicaid Coverage for Older Individuals Without Documentation Postponed to 2024

The 2022-2023 NYS budget included an expansion of Medicaid for individuals ages 65+ without documentation beginning in 2023. However, the 2023-2024 NYS budget indicates that this provision will be delayed until January 2024.While this is very disappointing, we’d like to make sure that clients know of other coverage and services available to New Yorkers, without regard to immigration status.
Coverage:
- Adults without documentation can still apply for and receive Emergency Medicaid which can cover the costs of treating an emergency medical condition only.
- Children through age 18 can apply for Child Health Plus (CHP) through the NY State of Health regardless of immigration status.

- NYC Health and Hospitals has a network of acute care hospitals and Gotham sites throughout the five boroughs, which provide care on a sliding fee scale, regardless of immigration status. For more information, visit https://www.nychealthandhospitals.org/.
- Federally Qualified Health Centers (FQHC) offer outpatient care to all individuals, regardless of immigration status. To locate a FQHC, visit https://findahealthcenter.hrsa.gov/.
